Three appeals have been filed with the Washington Department of Ecology over their decision Monday to grant 3 out of 4 water rights transfers to the Hawkins Companies for a retail development planned for the Pullman-Moscow corridor.
No word yet on who filed the appeals. Stay tuned for more details as they come in.
