What difference does it make to Moscow now if every study comes to the conclusion that no retail store in their right mind would locate in Moscow? It's a done deal. The bed was made when Moscow enacted the big box ordinance and was sealed when they elected their current government. <BR/>No one stepped forward to throw the switch to avoid this train wreck.
